Если при закачке архива или файла мы наблюдаем ошибку:
Ответ: 451 123.zip: Append/Restart not permitted, try again
то она означает что FTP сервер запретил докачивание файлов.
Решение - включить докачку в конфиге proftpd - /etc/proftpd.conf:
AllowStoreRestart on
