Для Debian/Ubuntu решается командами:

# a2enmod headers
Enabling module headers.

To activate the new configuration, you need to run:

 service apache2 restart
# /etc/init.d/apache2 restart

Проверяем модуль:

# apachectl -M | grep head
headers_module (shared)
